Fellow speaker,

In order to get your audience to take action on your speech, professional speech coach Nick Morgan suggest you show how following the actions you suggest helps them with their basic needs. A simple way to understand the audience's needs is "Maslo's Needs Hierarchy" in which basic survival needs build up to humanistic needs. Develop your audience needs at the lower levels, since these levels tie into basic survival needs which all people are interested in. For example, show how taking action helps them with "safety and security" needs like employment and health.
