Make it doable

Fellow speaker,

According to professional speaker Patricia Fripp, make sure the call to action in your speech is something that your audience can do.  For example, if you have a speech about some political problem in government, your call to action should be about things the people in your audience can do (e.g., petition the government, call for a special, state-wide vote on the issue, etc.).
